Are you planning on keeping these barrels for yourself? Just storage and bottling honey from them. If so, I'd either spend the money on new barrels or reconditioned ones both of which are expensive.
If you are selling honey in the barrel, the normal practice is barrel exchange. In other words you could get "anything" back in the way of barrels so you don't want to buy top quality barrels to sell your honey in and then get overused rusty barrels back. You can typically purchase used but not reconditioned food grade barrels. If you know who you are going to sell to, I'd buy cheap barrels from them.
