winter dead-outs with small bees??

When cleaning out 8 or so over winter dead-outs I've noticed several of those hives had piles of tiny Bee's with an abdomon roughly 1/3 the size of normal. I'm just curious if anyone in this community have noticed this and I'm curious if this is the result of a starving bees or because of chilled brood resulting from a to small of a cluster.

Wondering if anyone had thoughts on this thanks very much
