The weather has been awful here preventing most flying. I'm wondering if a virgin will start to lay if she can't get out to mate.

The only virgin queens I have heard of that can lay before mating are those induced to do so by being put into a sleep with CO2 by beebreeders wishing to inseminate virgins with their own drones. If virgins cannot fly, for whatever reason, sometimes they're born with deformed wings, they do not start laying at all AFAIK in the natural course of events.
