I installed a new package 10 days ago. I put them in a deep with some new frames and some drawn frames. As of today, I cannot find the queen (I'm not good at spotting them, though), and they are filling all the drawn frames with nectar and pollen. I see ZERO eggs or larvae. However I noticed they have built ONE queen cup, not capped, and I looked into it for the longest but cannot tell if anything is in it. The bees are all over it and look like they are working in it. So my question is, will a new package build a queen cup with no laying queen in the hive? I'm planning on calling Tuesday to ask my package supplier to replace my queen if I don't see anything else by then. Thanks!!

Bees build queen cups all the time. It is not a good indicator of anything. If your new queen Is in there it can take two weeks for her to start laying if she was caged and banked for a while.
