When a hive has queen cells developing, usually there are multiple cells. How, when, and why do they select their next queen from all these cells?

Thats what I thought. Next question, don't they kind of control which one emerges first though?

Maturation is determined by nature. Occasionally an emerging queen will be nudged away from rivals if the hive wants to swarm with the other girls. The probability of that working in your favor (workers controlling the queen or swarming) is not to good.
