Hello, we had 3 hives going into winter, 2 were strong and 1 was not so strong, small numbers due to a late swarm.

The hive with the low numbers didn't survive the winter.
Is it safe to feed the remaining honey frames to the 2 strong hives that survived the winter?
If so how best to do this?

I'd hate to waste it and there is about 8 frames with the top halves capped honey.

Yep. That's what I do. scratch and place on the sides of the brood nest or checkerboard w/ empty comb in a box and place on top of the broodnest.

Sometimes I freeze and store for fall use too.
