I have a 2 deep 10 frame hive, my bottom box is definitely the brood chamber, the top 10 frame deep is full of honey. I also have a shallow super on this hive for the last 3-4 weeks with 0 progress in getting it drawn out.

Should I take the honey from the top box? I have only harvested a frame or two since I started this hive last june.2013

please guide me on the right thing to do here.

Honey bound is where the brood chamber is so crammed full of honey that the queen has no place to lay!
With the Winters you have, you probably want two deep brood chambers, not one.
When I inquired about this (almost) same situation once, I was told that the bees would move the honey up to the honey super when they needed space for the queen. It sounds reasonable but adding a few drawn frames and removing some honey capped frames from your upper deep is a better bet.

Got some drawn frames to swap out?
