I ended up taking all the messed up comb out of the brood box that had been unattended for 6 years. Put in 8 drawn out frames and 2 with a little honey. I think they are happy with their new, neat and clean hive. They have really been working in there and yes, their is a queen. Thanks to everyone for your suggestions on how to fix the mess.

Colino, the brood box was a 10 frame Western deep with only 5 frames in it to start with when I got it. It only had a very small patch of brood started in it. But now they are picking up very nicely.
It was the same thing with a cut out I did, the hive was under a floor about 4 ft square and a brood chamber about the size of a cantaloupe. I gave the queen room and she started laying up a storm, they are building nicely. Keep us updated.
