time for a new queen??

This is a package that was shaken about a month ago. There seems to be very little worker cells and plenty of drone cells in 3-1/2 frames.

Do you think that this hive needs a new queen?

Not the best advice giver here but Yes indeed you need a queen, appears you may have a drone laying queen or laying worker
Judging by the color of that comb, I bet you have another hive. If you do, take a frame of eggs and a frame of capped brood out of it and give it to this hive. This will help with the population of the hive. This will also let you know if you have a queen or not (unless you have laying workers).

One way or another, your hive needs attention.

Whatever happens, adding a frame of capped brood and a frame of eggs will only help this hive.
