I came back from vacation at the cape (Cape Cod) and the neighbors told me my bees swarmed. Even worse they landed in my neighbor's yard, who is allergic. I did a complete inspection and found a queen that was piping quite a bit. There are at least two more queen cells that have not opened. The bees have moved up into the second deep that had only wax foundation and are not doing too much on the plastic in the first deep. The second deep is full of honey with some capped brood, they never moved into honey super which is still empty. Any advice on what to do next, start feeding, rotate the deeps?

You could take off the empty deep and leave on the super. Or just take off the super.

And you could switch the deeps, empty on top. bees seem to like being tucked up away from the bottom boards.
