I do this each year and get some good queens. When I find swarm cells I take that frame with the adhering bees and place it in a small nuc. The queen emerges, mates and returns to lay eggs in most cases. Sometimes the queen is lost during a mating flight but most do return and begin egg laying. I think you get better queens with this method as opposed to allowing a small nuc colony to rear its own queen. Good luck.
