Swapping honey supers won't help much. The bees will just go back home. What you need to even them out is to take some nurse bees and capped/emerging brood from the strong hive and give it to the weaker hive. Just don't take so much as to weaken your strong hive. However, I would check the weak queen's laying pattern and numbers first of all. If it looks OK then just leave them alone. In nature there are stronger and weaker of every species. A month from now your two hives could reverse and today's weak one could be tomorrows gangbuster.
