Bill, while I have no personal experience, I have heard that they do work. You will still need to get a frame or two of comb in the cooler and treat it just like a regular trap.

Bill, here is a post from Rusty Burlew's site about a person that found a cooler that already had bees in it.

I am just too lazy to use anything other than a swarm trap. That way I can just pull the frames and put them in my hives.

Actually, the coolers are great for traps and nucs and mating nucs (AND storage for tree cuttings too).
I am always on a lookout for a un-needed cooler (got several).
Need to resolve the issue with frames somehow, of course.

Here are great coolers for only $1 (but I prefer free).

Or this one (already has built-in entrance - my favorite style):
