Maybe.
If they are clean and if you froze them, you should have killed any moths. Where are you putting them? Outside in winter does well if the mice and the moths can't get in. I like to spray them with certan to kill the moths. It's a bacteria spore that is to the wax moths what AFB is to bees. It will stay in the wax and kill moths whenever they try to start up.

If you're into chemicals, the standard is the paramoth to keep the moths out. I hate the smell of it.
