I am starting a 2nd hive right next to my first one. When you shake the bees in the hive to they ever tend to stray to the other hive.Does the other hive come over and inspect the situation?

If you shake them, some of the fliers will likely end up at the other hive. You don't have to shake them...

I would: Steal a frame of capped brood from your existing hive and put it in the center of the new hive. Put an empty box on top of the frames of the new hive. Put the queen and the open package turned sideways to face her on top of the frames. Close it up and come back later and remove the package box.

Also I'd feed internally so inspecting the situation doesn't turn into robbing.
