The contact for moving bees across state lines for SC is Brad Cavin with Clemson. You need to submit application for an entry bee permit with the inspection report from your state in order to bring bees into SC. To leave you should have your hives inspected and he will issue an inspection report. He is a super nice guy and is really trying to make commercial beekeepers aware of the correct process to move bees into or out of SC. His contact info is below if you have questions.

Is there any state guidance on labelling and selling specific honey, like sourwood? Other states like NC have guidance, but I haven't found any for SC.
