I started this thread awhile back: Some young bees can't fly

I thought the problem was over but, even after four OAV treatments (each one five days apart) were completed a couple of weeks ago, I still see some issues going on. During orientation flight, some of the young bees can't fly. Here's an video:

Does everyone think it's a varroa problem? I have some local Italians queens and some VSH Italians. The VSH Italians don't seem to have the issue as bad. I'm starting to wonder if I don't just need to replace out the queens of the ones that seem to have the problem. I scooped up a few that were having the issue and they "relieved themselves", which is what they do on the normal orientation flight when they can fly.

Any advice on this?
