I want to use small cell foundation for Varroa IPM.

The company I want to order the foundation from suggests it only for the experienced beekeeper.

I have read postings here on "regressing" to small cell.

What is regressing and what is necessary for raising brood on small cell? :confused:

--These will be my first hives and I want to go to an Integrated Pest Management practice.--

If it's your first hive is nothing to regress from. I started 3 hives/packages this spring on small cell and bottom entrance screened base. They do not solve the problem entirely. I still have mites, probably 1/2 what I would have otherwise. "Experienced beekeeper" doesn't make any sense, unless is a marketing strategy. Just do it.

Just do it. Use the foundation. Reap the benefits. You won't get full control of the mites until you have 4.9mm or smaller in the core of the brood nest and that may take swapping it all out once or twice, but I wouldn't sweat that. Just use it.
