I normally leave the reducer on until it creates an obvious hinderance to the bees going in and out. When the bees have a bottleneck at the opening and are stumbling over one another to get into the hive, then I go to the next larger opening. When the bees start having a problem getting in through this opening, I then remove the reducer completely.
