recommended feeding for drought/dearth conditions

In this area, we are in a nectar dearth from about July 1 until ivy comes in at the end of September. Pollen also disappears most years in early August until ivy flowers as well. Would you feed sugar water minimally to reduce colony size and then feed heavily near the end of summer to get them ready for winter or feed them well all summer and just top it off late in the year to get them ready for winter? Or, would you do something else altogether?

I have usually done the first but this year I am doing the latter this year with interesting results. I will explain that later. My sugar costs this year have tripled last year and I have half as many hives. I open feed pollen powder and add pollen patties for protein so that part is not a concern.
