I'm located in Massachusetts. The temps are getting into high 40s low 50s in the day
and still around mid 30s at night.

I have 2 hives that seemed to have survived the winter. 2 questions?

When would I rotate the 2 hive bodies of each hive, switching top to bottom?
When would I start feeding 1:1 syrup?

You are there! pick a warm day and do it, with temperatures in the 50s daily the bees are flying, Maple in producing pollen well in your area, ( I know I was just in Fitchburg yesterday) and things are fixin to bust loose. Now is the time to swap those hive bodies, and feed so they can build up, and fill the upper. Then when the flow really get going in a few weeks you can place the honey supers on.
