Pull the excluder and let them start drawing it out. They won't move through an excluder to pull out foundation usually. Once they have some drawn out you can add it back if you like.
Shake the bees off a couple frames of brood, and then put those frames above the excluder. The bees will go through the excluder to get to the frames of brood.
