My experience with charcoal leads me to believe that it doesn't smoke enough and that it burns hotter than what you may need. Is it safe? Maybe. I suppose if it isn't treated with lighter fluid like Matchlight it may be ok.
Personally, I'd burn untreated bailing twine, burlap, sticks & leaves, or even wood pellets for a cooler smoke. You may even find that because charcoal burns hotter, it will reduce the life of your smoker, but that's just my opinion.
