Moving up an established frame into a new box certainly will help move bees move up into it but it wont be too effective if they dont feel the space is needed yet.
If you were putting on a whole box of plastic frames painting them with some propolis and wax might help camouflage the smell of the plastic. That said, they have been known to move into an old gas tank!
I can't say about frames, but I have painted the inside of deep and medium boxes with a propolis tincture and it has been well accepted. I can't prove that it enhanced anything but it did not set the colonies back. Some years ago there was a trend toward wire brushing the inside of the boxes and painting that surface with propolis.
