I'm a prospective newbie, would like to keep bees, but in our neighborhood there is a lot of oleander and california buckeye. How serious is that?

Oleander, no danger. California Buckeye, extreme hazard. It is highly attractive and highly toxic, worse than insecticide. Bees will fly very far to get to it.
i have alot of buckeye and still keep bees. it's nectar and pollen are poison. the pollen if stored away can come back and do it's damage later. you can have more problems in a poor year with limited flows. in a good year there is enough other stuff blooming here to keep the bees off it or what they bring in diluted enough.
don't let it stop you from keeping bees.
