Has anyone heard of a swarm unable to build comb, leaving wax scales all over the floor?

This question relayed to me by another beekeeper - the first swarm did have a healthy-looking queen, most all the bees died. No comb built after 10 days. The second swarm also had a healthy-looking queen, a large % absconded (possibly without the queen), few bees are left after 15 days, no honey comb built.

And the possibility that both were poisoned.

OK - fresh update from Eric, the guy with the problem. The first colony died out entirely. The second colony absconded without the queen. Now, there are less than 100 bees and no queen.
