New to beekeeping in Louisiana

I am a new beekeeper this year. Started with 2 hives in my garden in late April. One hive appears to be performing normally and has almost filled a medium supper with comb and honey. The other one is not so good. Bees are always hanging out on the outside of the hive. I have tried increasing ventilation and added another super but does not seem to have made a difference.

Any advice?

have you done an inspection to see the status of the hive? brood pattern, comb drawing, ect. the action may be normal for those bees.
