my colony died so i'm getting a new package to replace so my question is should i remove all of the drawn out comb from the frames before i install the new bees?

As the late, great George Imirie said, "Drawn comb is your most valuable resource."

So, unless you suspect that the colony died as a result of a communicable disease (i.e. AFB / EFB) the comb will give your package a great head-start.
