Hello,
Absolute beginner here!
I have a single hive that i opened and while there are a few dozen bees there is no Queen, no brood and no honey stores so my question is can i install a new package of bees and Queen without
impacting the bees in the hive? is there anything special i should do to introduce the new package?

I would not worry about a few dozen bees. If you have two boxes, install the package into one of them and then shake the bees from the other box out in front of the package bees already in the hive. They will either be accepted into the hive or not. There are other ways of combining, but why bother?

If its literally a few dozen, shake them out of the hive and then put the new bees in. The queen is caged so she is safe and if the native bees try to get rowdy, then the package bees would just eliminate them from their new home. I would reduce the entrance as small as it would go since we don't want bee fights to make your package feel like it should go elsewhere.
