I installed a package on Saturday afternoon. On Sunday I noticed a small cluster of bees hanging out under the eave of the outer cover (see photo). They were still there this morning, presumably they stayed there overnight - it’s dropping to high 40s here in the Seattle area. I’ve not yet check to see if they’ve freed their queen nor have I popped the cover to see if I can tell what their clustering around. Any ideas what this behavior is all about before I start disrupting things?

use a feather to sweep them onto a piece of card board and dump them at the entrance.
they do not know the way into the hive and likely smell hive smells coming out the crack at the top between the cover and top box.
