I was looking at my hives just now. It's getting cold— 57°. Getting down to 37° tonight. I have a split from March 15: looked Saturday, no evidence of a laying queen yet, except these bees are incredibly peaceful. When I looked at the entrance, I could see bees inside the hive in several small clusters seeming like they are hanging off the bottom of the frames almost to the floor of the solid bottom board.

I would think that as cold as it is, they would be further up in the hive.

Any thoughts on why they are hanging off the frames like that? Are they just trying to stay warm?

Usually when they hang together like that they are drawing comb. Maybe they are drawing some burr comb off the bottom of the frames? Just a guess.
