I have 2 hives that made it through the winter but
when I inspected the other day I only see a limited amount
of capped brood and very small amount of larvae in each hive. There's
many frames filled with honey and pollen. I'd say there's maybe
500 bees in each hive. Any advice about combining the 2 hives?
I've not done it before, so anything, instruction, advice, how to....
would be very appreciated. Thanks. I'm in eastern Massachusetts
if that matters. Thanks.... appreciate it.

Hardly enough to be worth the effort... I'd take all the frames that have a significant amount of bees and shake them into a hive. Give them the brood and a frame of honey and a frame of pollen and remove everything else as they don't have enough bees to guard it. Fill the rest of the box with empty foundationless frames so they don't have to guard anything much. There aren't enough bees to fight...
