one or two sheets works fine. I have put down 3 sheets before to slow them down. Make sure you give the top box an upper entrance of some sort. You don't want them sitting in there cooking in this heat.
I just use a single sheet of newspaper and make two or three slits with my hive tool or pocket knife about two to three inches long. They will chew the paper up and start dragging it out of the hive. I will go in and remove what is left of the sheet in three to four days. I always put the queenless hive on top.
