I seem to have a laying worker in the upper brood super -- but the queen still seems to laying one egg per cell down below.

Is this still a sign that she is weakening and needs to be replaced?

Any good links on how to best do that (re-queen while a queen is still alive/laying)?

Don't do anything. If you have a laying queen, the bees have the raw materials to make a new queen when they feel they need one. It's been posted here before that there are laying workers in most hives, but the bees control the unfertilized eggs. Also note that queens will, on occasion, lay multiple eggs per cell. The bees take care of it!
