Bees vary in size depending on breeding and also vary with time of year. #8 mesh screen will keep any of my bees from passing but screen quality varies and some of it will have distortions that can result in a few oversize holes. I have had the occasional bee loose inside vehicles. Mine definitely have some Carni blood though.

For one bee in one of my hives it is 0.170 inch. I know this because I tried using mend plates as gates on robber screens. I watched one bee take 10+ seconds to squeeze thru the hole to get out and I just measured the hole size.

I had to look that up ... 0.170" = 4.318mm

I make my precision Queen Excluders 4.16mm, and they ('they' being bees raised in 4.9mm-ish cells) can squeeze through that without much difficulty. Of course, these are long 'slots' and not holes.

I'd be looking at sub 4mm. (< 0.16")

My hives are all on 5.4 mm/0.212in foundation so my bees are a bit bigger.

I guess it depends on what size bees Kevin has to determine what size is the biggest for his project.
