Is this common bee behavior?

I should have taken a picture of this, but I didn't have my phone. My hives are nearly all foundationless with the exception of a few sheets of foundation to encourage straight comb. The bees did not draw the foundation and worked around it until they ran out of space in that box. When they finally decided to, they chewed out all of the foundation and built 4 small combs around the wires, leaving a half inch on either side of the wires. Does this happen often with foundation?

Given a choice, bees will avoid it. Use all foundation or all foundationless to avoid the problem.
