I would adjust it to the size of the cluster going into winter. I shoot for between 1 and 2 frames of capped honey for every frame of bees in the cluster (adjusting for different sized frames if they are not the same...) 1 is enough to keep them from starving. 2 is the most they will burn up in a spring buildup if they have it. Anything more you should harvest.
