Help! both hives are queenless

I had one hive I started last year and they exploded this spring so I split them. I waited 1 month and no new queen so I added a frame with two queen cells and it has been anther 22 days. The cells are still there but not open and no new queen. Then I just discovered the original hive is queenless. I have no idea what happened. Everything looked ok last week but now all I see are empty cells in the brood chamber. I just ordered two queens but the business said they may not take so what do I do if they don't?

Sorry to hear that so soon.. No other beekeepers near your area that can let you grow a nuc out for combine or even notch a frame of eggs...If there is someone near you ...bring over a frame to their yard let their queen drop some eggs in .. pick up in 24/48 hours later. Then notch it in a couple of places and place into your hive.. Your girls being queenless should draw these out for you.. http://www.youtube.com/watch?v=qIYz65Vquxg

Sometimes they go laying worker on you and it takes a frame of open brood every week for three weeks to set them straight.

I am a new member of Sonoma County Beekeepers' Association but they have been no help yet. They have a website but I'm not been able to get help from anyone probably because they down have a forum like this and no other info for emergencies. Thanks for the link.

So far I haven't seen any eggs just empty cells. I have two queens coming today and hope they take. Also I'm not sure whats happening two the 2 queen cells that are in the split hive. One was empty when I put the frame in but I'm pretty sure it's been capped for more than 6 days so I am going to try and introduce a new queen.
don't release the new queens let them do it on there own.if you have a laying worker they may not except the new queen thu queen cage release you can try a push in cage method so it gives her some time to lay.
I was going to place the queen cage with candy plug between two frames are you suggesting a different way?
