OJT is best. Find someone already grafting and watch them. If that's not possible then just get some grafting tools and start doing it. It's fairly easy and you are allowed to make mistakes! Queens lay thousands of practice eggs and you will not kill off your hive by practicing on a few hundred larva. You DO need to read up on the biology and queen rearing process though. I recommend " Contemporary Queen Rearing" by Laidlaw.
