nail them in horizontal. If you nail them in the top, the scraper might get caught on the nail. In the side means a clean top. Plus there is more wood for the nail to bite into.
Personally I do the method shown on the left (horizontal). I have a bunch of nails that I got 20 years ago for frames. They are too short (they might have been for split bottom bars) but work fine for the frame rests.
I only put 3 nails in the rests.
