At this time of year my hives are just starting to fill the upper brood boxes with honey for winter prep. Egg laying has slowed down.
Is there room in you're lower box? If not you might need to get some honey out of the hives. extracting is the best way, so they have the drawn comb at this time of year.
Of course as you know don't feed anymore.

Yes ! Absolutely ! In fact in our area it should be put into the center of the top brood box and other frames will be sliding to the sides. If replacing multiple frames I tend to alternate ( one empty, one that the bees are working on, and another empty).
