Filling up frames with capped sugar

I went in to the hive to check things out before i give my second OA treatment. Im finding that the bees are filling the frames with sugar. I only took a look on the top boxes and not the bottoms. Im afraid the queen is loosing space to lay. It doesnt look like they are building the comb out fast enough.

Im going to cut out feeding 2:1 syrup for a week and see if they will clear it out some.

Any suugestions? Will I induce robbing?

I did spot the queens in the top boxes.
