On a late winter day if the temp reaches 55-60 degrees would it be okay (if the bees are active) to put a pan of sugar water right outside the hive for their consumption? I know about robbing but are bees traveling that far that robbing would be an issue on a day like that? I realize the sugar water can't be too cool that the bees can't consume it....

Yeah, if they have enough stores, there's no point in giving them more.

However if they are dangerously light or flat out empty, then feeding is the only thing that will keep you from having a dead hive. You really do need to know whats going on before you feed syrup.
