Feeding basics

I am trying to understand the basics of feeding syrup. I have always heard to feed until they don't take it anymore. But specifically what about:

1. Is feeding stopped when swarming is a threat? During flow?

2. What if you want to stimulate comb build up on several undrawn frames so the queen has room to lay or for other reasons?

3. Should they be fed when a new queen is introduced or trying to raise a new queen from a split or graft?

Not quite sure of these hive management details so I would appreciate clarifiction.

Thanks in advance.
