sounds like a drone layer --- requeen
if you installed them on the 10th....and say the queen started laying on oh about the 15th then there should be capped worker brood - that has not emerged yet - so this tells me that the queen has not been mated and has gone too long without mating and will never lay workers
id send a picture to your source and ask for a new queen
