Do Only Queens And LW Put Butt In Cells

When searching for a queen recently, I observed several bees inserting their back ends into cells. I could not tell if any egg was laid. It is said that all hives have some laying workers and some have multiple queens. They definitely were not queens, so did I observe laying workers?
The hive is healthy and I did find the queen laying so it is not a hive that went lw. I assume ed they were lw bees but could they be performing some other task I am not aware of? J

When bees try to groom themselves or do anything where they try to get their head up under themselves, their tip of their abdomen also curls up underneath them. I have seen it many times in my observation hives. If they are over a cell, the tip of their abdomen will go into it some.
