This is what I found during inspection on 5-22.

I thought they were going to swarm on my right there and then.
Activity seemed frantic and confused even under the intercover before it was removed.
There were no queen cups or cells. There were open, capped brood and eggs.
2 frames had opened chalk brood cells with chewed off heads in them.
2 or 3 wall to wall frames laid up in each box. Pollen patty and 1:1 were being consumed.
The queen was spotted on an undrawn frame and appeared to be normal unagitated.

The frantic activity seemed to calm down after I got to the bottom box for inspection.
The Screened bottom board (closed) was full of chalk brood mummies that I cleared out and put the hive back together. 3" entrance reducer was on.

Backstory:
Nuc was moved into a 10 frame brood box on 4-29.
Moved to a new bee yard on 5-6.
2nd brood box added 5-13.
Moisture problem detected on 5-15 shims were added to top cover. a few chalk brood mummies were noted on the porch.

Update 5-23 5-24 5-25 activity looks normal.

My questions are:
Is this pre swarm activity?

It's not pre-swarm activity. When they want to swarm, they will build cells.
They do abscond if they cannot raise any brood. If the remaining brood is alive and they can raise it, they should stay.
