It does not matter at this time. Later on after they are combined and the queen is laying you can take a look to see what the problem was in the beggining, mites, desease, etc. Just make sure that the newspaer has somme sliced rippes in it over the top bars of the lower hive. You can if your worried about heat have the inner cover hole exposed so that the bees can continue using a small upper entrance. Another thing you might what to do is spray both hives with vanilla and sugar water but I would still use newspaper. They should combine in a few days. Good luck.
