Do bees stop building comb at any specific time of the year or do they just keep building as long as they have the resources?

My experience is that mid July is the end of brood comb drawing for the year - even when the hive is being fed syrup. They may draw honey frames if there is a flow and they need the space. This is the time of year I start pulling undrawn comb and replacing it with drawn. If the bees haven't expanded to fill boxes like I hoped than I start wondering about queen quality - and if the queen needs to be deposed and the hive combined into another before winter.

This is my first year at keeping bees so I'm walking through each month carefully and watchfully.

My comb production grinds to a complete halt with these new hives if I don't feed syrup.

I started feeding 2:1 in an effort to help them. Out here, right now, there's just nothing for the bees to eat. It's either feed them or they eat their own stores.
