Do bees have a more-or-less fixed winter cluster population (depending on breed), or do they vary it depending on how much room and food they have for the winter? i.e: would the same hive have a larger cluster if I leave them in 2 or 3 deeps v.s. if I leave them in one?

The cluster size varies by:
1) how late the swarm or colony get started
2) race of bees
3) success of the nectar gathering for the year

I would judge stores and space by the size of the cluster.

The size will shrink throughout the winter until they start rearing brood again.
